Preferential tariffs
How official schedules are turned into the 2026 figures shown in this directory.
An agreement is included when the retained legal evidence supports its application in 2026. Each directional offer is counted once, even when it applies to several beneficiaries.
Duty-free treatment is recorded as zero. Percentage duties use the published 2026 rate. Staging, quotas, exclusions and product conditions are kept separate. A lower MFN rate is used only when the agreement allows it.
The national tariff line is evaluated first. HS6 results are then calculated as tariff-line-weighted averages. A value is left blank when the available evidence cannot support a defensible number.
A non-ad-valorem duty is converted to an ad-valorem equivalent only when its formula, unit, currency and the required trade value and quantity are available and consistent. Otherwise the AVE remains blank.
A source-declared HS revision is reported as declared. Otherwise normalized HS6 codes are compared with official UNSD classifications from H0 through H6. A unique result is labelled derived (UNSD concordance); ambiguous evidence remains unresolved.
Official agreement and customs sources are retained with each schedule. Cross-checks compare the same tariff line, origin, date and treatment. A missing value is never treated as zero.
